authorizing peace officers to stop motor vehicle drivers and issue citations
without first observing a moving violation until a certain date; increasing the
child age requirement for passenger seat beat use; requiring the commissioner of
public safety to determine the effect of the changes on injuries and deaths
resulting from motor vehicle accidents and report to the legislature by a
