Requiring the commissioner of children, families and learning to award grants to
establish pilot projects for neighborhood based community organizations to
provide early childhood care and education opportunities for children from birth
to age five in certain low income neighborhoods, specifying certain contiguous
geographic area requirements of neighborhoods receiving the grants; specifying
the goal of the pilot projects and application requirements, requiring parental
involvement in the application process; specifying certain commissioner
consideration requirements in awarding the grants; requiring selected
organizations to implement the pilot projects through certain service
organizations and to take advantage of state and federal funds available for
child care, home energy and housing assistance, health insurance, head start and
job training; prohibiting participation in the projects after voluntary
discontinuation of current private health or dental insurance; authorizing the
incorporation of certain family child care providers into the projects;
requiring the commissioner to review evaluations of the pilot projects after a
certain number of years and provide testimony to the legislature (mk)
