1E Modifying and expanding certain child care programs provisions relating to
duties of counties, funding priorities, Minnesota family investment child care
program (MFIP) eligibility, and child care rates; authorizing a family child
care provider or child care center a Parent Aware differential under certain
conditions; providing for a weekly rate paid for children attending high-quality
care under certain conditions; modifying provisions relating to reduction of
risk of sudden infant death in licensed programs; requiring training on risk of
sudden unexpected infant death and abusive head trauma for child foster care
providers and other programs; specifying family child care provider diapering
area disinfection requirements; encouraging certain family child care infant
sleep supervision duties; requiring child care license holder insurance;
modifying and expanding family child care training and safety requirements for
license holders, caregivers, and substitutes, requiring the commissioner to
train county licensing staff prior to implementation of the new requirements;
expanding background study requirements; modifying provisions relating to
contracts for child foster care services; suspending the work participation cash
benefits program; authorizing the commissioner to pursue TANF demonstration
projects or waivers of TANF requirements; "Northstar Care for Children Act";
authorizing certain benefits to support a child in need who is served by the
Minnesota child welfare system and who is the responsibility of the state, local
county social service agencies, or tribal social service agencies or otherwise
eligible for federal adoption assistance, specifying scope of the act and
providing regulations; expanding certain criteria for relative custody
assistance under the parentage act; prohibiting new execution of adoption
assistance agreements; regulating financial responsibility requirements for
pre-Northstar Care for children foster care programs; specifying initial
clothing allowance availability requirements; repealing certain provisions
relating to certain, cost provisions, MFIP exit level and certain rules
