Relating to elections; restricting political party units from using money from
the political contribution refund account for federal candidate purposes;
requiring campaign reports be filed electronically; increasing the contribution
limits for state legislators, secretary of state and state auditor; specifying a
certain amount of money from each individual participating in the income tax
checkoff program to be deposited into the state elections campaign fund,
providing for an opt out option; requiring the deposit of contributions to a
political party into a political contribution refund account
