Requiring the commissioner of public safety to establish a computerized central
reporting system and maintain a database of firearm transfers to track the sales
of pistols and semiautomatic military style assault weapons, requiring rules to
establish a procedure for use and the database to indicate purchases within a
certain time period; prohibiting the transfer of more than one pistol or
semiautomatic military style assault weapon within a certain time period,
exceptions, imposing a criminal penalty for violation;, authorizing application
to local law enforcement agencies for an exception to the prohibition under
certain stolen or lost firearms conditions, requiring the commissioner to
develop a standard application form for distribution to local law enforcement
agencies; imposing a felony penalty for gun trafficking; requiring the reporting
of stolen or lost pistols or semiautomatic military style assault weapons to
local law enforcement agencies, time limit, criminal penalty for failure to
report; requiring police chiefs or sheriffs to report stolen or lost firearms to
the commissioner within a certain number of days of receiving a report; creating
a rebuttable presumption of original gun owner unlawful transfer of unreported
stolen or lost weapons used in a crime or seized from an ineligible person;
increasing the penalties for unlawful transfers (rla)
