Requiring the department of administration to design, initiate, +implement and
coordinate a program to provide senior citizens with cellular +telephones
reprogrammed or altered to allow toll free access to 911 services, +authorizing
the establishment of certain criteria to ensure the continuing +distribution of
cell phone supplies; prohibiting an adverse impact on existing +programs for
victims of domestic violence; specifying certain requirements of the
commissioner relating to the enlistment of voluntary assistance from +cell phone
companies and consultation with persons or organizations involved +with in place
programs; specifying certain program requirements; authorizing a +commissioner
