specified safety requirements and to comply with the structural provisions of
the state building code; providing for enforcement by cities or counties;
specifying certain affidavit requirements of owners of public places with
bleachers; requiring the commissioner of administration to forbid the use of
bleachers not complying with the requirements and to adopt implementation rules;
authorizing the use of ice facility grants by the amateur sports commission to
upgrade bleacher facilities for compliance purposes; prohibiting the
manufacture, sale, distribution or installation of bleachers not in compliance
with the requirements, imposing a civil penalty for violation; appropriating
money to the commissioner for grants to places of public accommodation to assist
in compliance, match requirement (ra, ja)
