rules governing lottery ticket sales through video lottery ticket dispensing
machines; defining retailers; requiring state lottery director rules to set
retailer commission amounts for selling lottery tickets through video lottery
ticket dispensing machines; specifying the gambling devices definition to not
include video lottery ticket dispensing machines; making conforming changes to
the lottery tickets in lieu tax provision and the lawful purpose expenditures or
allowable expenses provision
