activities; specifying powers of the commissioner of labor and industry relating
to independent contractor exemption certificate authorization; prescribing
certain notice of violation, facsimile and timely service and time period
computation requirements; authorizing the commissioner to adopt rules;
prescribing a certificate fee; requiring the commissioner of revenue to review
independent contractor exemption certificates; defining certain data as public
