office (HESO) to provide grants to eligible public and private post-secondary
institutions for talent search and upward bound programs as an adjunct to the
federal educational upward bound or talent search trio programs with the same
institutional eligibility requirements; requiring the director to establish a
competitive grant process and to award grants based on results in preparing
students for success in post-secondary education, requiring geographic
distribution; specifying certain grantee reporting requirements
