composition and powers of the board; requiring the board to establish fees for
licensing and certifications; requiring the transfer of rulemaking authority

the plumbing board; providing for rules adopted by the commissioners of health
or labor and industry to remain in effect until amended or repealed by the
board; requiring the governor to make board appointments by a certain date and
requiring the commissioner of labor and industry to convene the first board
meeting by a certain date
