1E Establishing a self directed supports option under medical assistance (MA);
including self directed supports under covered services; defining self directed
supports option; determining self directed supports eligibility and relationship
to the eligibility to other services; clarifying covered and noncovered services
under the self directed supports option; specifying certain assessment, plan and
budget requirements; requiring commissioner of human services to establish
quality assurance and risk management techniques; requiring participants to
choose a fiscal support entity, specifying requirements of an eligible fiscal
support entity; requiring the commissioner to consult with a consumer directed
services stakeholder group for advice on policy, implementation and aspects of
consumer and self-directed services providers; modifying and expanding the
special needs supplemental aid standards under general assistance (GA);
requiring the commissioner of human services to grant licenses with variances to
certain nonresidential programs for youth with disabilities under a certain age
during nonschool hours and requiring the commissioner to recommend modifications
to existing licensure requirements to the legislature by a certain date;
appropriating money to the commissioner of human services to provide the
nonfederal Medicaid match for the assessment, self directed supports option plan
development and administrative costs related to implementing and managing the
