funded for off road vehicle use; eliminating a certain exception to the
prohibition on youthful operation of certain larger all-terrain vehicles;
authorizing the use of ATVs on state forest lands classified as managed or
limited under certain hunting conditions, exception; exempting undesignation of
forest trail from certain rulemaking requirements; expanding certain forest
classification status review requirements of the commissioner to state forests
