Requiring the commissioner of natural resources (DNR) to establish an off
highway vehicle safety and conservation grant program to encourage off highway
vehicle clubs to assist in safety training, environmental education and
improving, maintaining and monitoring public trails; specifying certain
nonprofit organization grant eligibility requirements and certain required grant
uses and prohibiting worker displacement through the use of volunteers;
repealing the existing off highway vehicle safety and conservation program
