E Relating to criminal justice; authorizing the commissioner of + corrections to
continue supervised release terms of inmates with serious and +persistent
mental illness violating conditions of release and require successful completion
of an appropriate supervised alternative living program +with a mental health
component when consistent with public safety, +authorizing the court to place
certain offenders on probation in lieu of +incarceration under the same
conditions and requiring the commissioner to cooperate with +nonprofit entities
to establish supervised alternative living programs for +offenders with serious
and persistent mental illness, specifying certain program +requirements;
increasing the surcharge imposed on criminal and traffic offenders +and imposing
a surcharge on parking violations, requiring crediting of the amounts+ to the
general fund; requesting the supreme court to temporarily impose a +surcharge on
attorney license renewals to support the public defender system and +civil legal
aid; specifying certain copayment requirements of applicants for +public
defender services and providing for collection of copayments under +the revenue
recapture act; appropriating money to the board of public defense for+ the
