E Relating to health ARTICLE 1 - MASSAGE THERAPISTS AND ORIENTAL BODYWORK
THERAPISTS Providing for the registration and regulation of massage and Oriental
bodywork therapists by the state board of chiropractic examiners; defining
certain terms and specifying certain duties of the board, requiring certain
rules and the keeping of certain records; requiring the board to establish a
voluntary registration system for massage and Oriental bodywork therapists,
procedures; protecting and regulating the use of certain titles; specifying
certain qualifications for registration and providing for registration by
reciprocity; restricting local regulation; establishing the advisory council for
massage therapy and Oriental bodywork therapy, specifying membership
requirements and duties; specifying grounds for disciplinary action, providing
for the admission of certain evidence and for board psychological or physical
examinations or chemical dependency evaluations and access to medical data;
specifying authorized forms of disciplinary action, providing for automatic or
temporary registration suspension under certain conditions, specifying
requirements for reinstatement; requiring and providing for certain reporting by
certain licensed or registered professionals, granting civil or criminal
liability immunity for good faith reporting and for board members
investigations; specifying therapists investigation cooperation requirements;
imposing penalties for certain violations; specifying massage and Oriental
bodywork therapy training and continuing education requirements; requiring
annual registration renewal, fee; providing for registration during the
transitional period and for the terms of initial advisory council members
ARTICLE 2 - CONFORMING AMENDMENTS Making conforming amendments to certain
statutory provisions relating to business licensure exceptions, health records
access, the HIV and HBV (human immunodeficiency or hepatitis B) prevention
program and the good samaritan law (ra, ja)
