1E Providing for discharge plans for criminal offenders with serious and
persistent mental illness released from county or county regional jails and
clarifying or modifying certain discharge plan requirements; requiring photo
identification (ID) cards upon release from incarceration in state or county
facilities without disclosure of incarceration or criminal records; requiring
the commissioner of corections in collaboration with the commissioner of human
services to offer to develop discharge plans for community based services for
offenders with serious and persistent mental illness and incarcerated for more
than a certain amount of time in county or county regional jails and
appropriating money to the commissioner of corrections for development of the
plans
