for agricultural marketing and development, for bioenergy and value-added
agriculture and for administration and financial assistance services, to the
board of animal health and the agriculture utilization research institute
(AURI); providing for the burial of certain materials on land used for farming;
clarifying commissioner of agriculture regulatory role regarding pesticides;
clarifying the use of the terms ammonia and anhydrous ammonia; providing for
compliance and inspection frequency; clarifying certain nonagricultural
pesticide surcharge requirements; creating a wholesale produce dealers account
in the agricultural fund; providing for the executive director of the board of
animal health to be responsible for the regulation and oversight of livestock
mortality disposal, specifying certain board duties for nondisease causes to
protect animal health and the environment; providing for private appraisal of
county land under certain conditions; repealing ethanol development
