Relating to transportation; prohibiting a preference for union contractors in state and local building and construction contracts; redefining road or highway as a corridor used primarily for the transportation of persons or goods and defining highway purpose; specifying a minimum percentage of expenditures from the trunk highway fund required to be spent for the construction and reconstruction of trunk highways and prohibiting use of the fund to acquire new trunk highway corridors or to expand existing corridors; establishing transportation spending goals; requiring the commissioner of transportation (DOT) to include in biennial budgets a plan developed by area transportation partnerships of recommended expenditures from the general fund for trunk highway and public transit purposes; modifying the definition of prevailing wage rate for state projects purposes; requiring appropriations for the operations of the state patrol to be from the general fund, excepting commercial motor vehicle inspection and enforcement activities; modifying the allocation of fines and forfeited bail money from traffic and motor vehicle law violations, requiring crediting to the general fund; creating a temporary project delivery task force to investigate and implement methods to accelerate the delivery of transportation department projects, specifying membership requirements and requiring a report to the legislature by a certain date (mk)
