establishing separate dollar limits by office sought for +candidate preelection
campaign reports filing requirement purposes; requiring +candidates terminating
a committee and within a certain number of years +registering a new committee
for the same office to assume unpaid liabilities of the +previous committee and
to continuously report the obligations until paid or +forgiven; including
lobbyist and political party units in the prohibition on +certain contributions;
modifying a certain provision providing for +distribution of party and general
accounts, specifying certain preprimary receipts +and expenditures report
