in-transit license plate use; modifying veterans special license plates design;
specifying motor vehicle tax payment and charter buses to be excluded from the
bus definition; defining occasional basis for trip permits; prohibiting used
vehicle parts dealers from selling motor vehicles; specifying requirements for
limited use vehicle license holders; removing a dealer license restriction;
specifying older and late model vehicle dealer requirements; clarifying certain
requirements relating to the purchasing of abandoned vehicles from a dealer;
requiring a valid medical examiner certificate to conform to federal standards;
requiring department of public safety employee background investigations;
exempting enhanced identification cards issued to seniors from certain
