3E Relating to insurance; requiring school districts to obtain employee health
insurance coverage through the public employees insurance program; authorizing
commissioner of Minnesota Budget and Management (finance) to develop and
administer health improvement programs and school employee insurance program;
requiring school employers to purchase health coverage for eligible employees
through the school employee insurance program; establishing the school employee
insurance committee; specifying committee membership, compensation and duties;
requiring disclosure of nonidentifiable aggregate claims data from past covers;
imposing a tax on the school employee insurance program assessed against gross
premiums; setting a deadline for appointments to the committee and the first
meeting of committee; requiring MMB to use insurance trust fund resources for
administrative start-up costs
