E Extending the expiration dates of the medical assistance (MA) alternative
quality assurance human services licensing system project for programs for
persons with developmental disabilities in Dodge, Fillmore, Freeborn, Goodhue,
Houston, Mower, Olmsted, Rice, Steele, Wabasha and Winona counties and the
region 10 quality assurance commission; requiring the commissioner of human
services in consultation with the commission to examine the feasibility of
expanding the project to other populations or geographic areas and report to the
legislature by a certain date; clarifying certain variance provisions; requiring
the commissioner to seek federal authority to waive provisions of intermediate
care facilities for persons with mental retardation regulations to enable the
demonstration and evaluation of the alternative system for ICF MRs under the
project; requiring the commission in consultation with the commissioner to
conduct an evaluation of the alternative quality assurance system and report to
the commissioner by a certain date; requiring region 10 counties intending to
joint the system to notify the commission and the commissioners of human
services and health of the intent and participating counties to give notice of
intent to continue participation; making certain quality assurance manager
reporting requirements subject to request of the commissioners; appropriating
money to the commissioner of human services to be allocated to the commission
for project operating costs and for grants to counties participating in the
project and for certain evaluation requirements (ra, ja)
