ARTICLE 1 - FAIR HEARINGS

Clarifying licensing requirements for full-time human services judges; modifying and clarifying certain hearing requirements for administrative and judicial review of human services matters; allowing a human services judge to hold in-person hearings by interactive video technology; expanding recommended orders requirements; modifying and clarifying certain hearing procedures relating to prehearing conferences, failure to appear, appeal of a decision, and reconsideration requests; revisor's instruction

ARTICLE 2 - CULTURAL AND ETHNIC COMMUNITIES LEADERSHIP COUNCIL

Establishing the cultural and ethnic communities leadership council to advise the commissioner on reducing disparities affecting racial and ethnic groups; specifying certain duties, guidelines and membership requirements, requiring a report to the legislature by a certain date
