infrastructure advisory committee to advise the commissioner of health on
certain health information technology and infrastructure issues, specifying
certain membership requirements and requiring commissioner annual progress
reports, sunset; authorizing the use of rural hospital planning and transition
and capital improvement grants to establish electronic health records systems,
grant applications priority requirement; modifying the community clinic grant
program, modifying the definition of eligible community clinic and the grant
award process, requiring applications to contain a process for documenting and
evaluating results of the grants and authorizing use for electronic health
records systems and to build new clinics or expand existing facilities,
modifying certain priority requirements; repealing the rural community health
center program
