agriculture to the commissioner of health and providing a standing appropriation
to the commissioner of health from the pesticide +regulatory account in the
agricultural fund to evaluate pesticide pollutants in groundwater; expanding
local responsibilities for the regulation of +pesticides to storm water;
requiring biannual filing with the commissioner of +agriculture of pesticide use
records by commercial and noncommercial applicators +and providing for access;
expanding the definition of pollutant for +groundwater pollution detection
