1E Relating to elections; prohibiting candidates from determining the validity
of an absentee ballot envelope; clarifying defective ballots with voter
identifying information; modifying the qualifying vote differential for required
recounts, requiring candidates in question to place written request for recounts
after primaries and elections, removing the candidate option for waiver of
recount, authorizing a losing candidate to request a recount at the candidate's
own expense if the vote difference is greater than a certain amount; designating
secretary of state as filing officer for multi-county candidates and county
auditors for single county candidates; requiring candidate recount
representatives to be state residents and requiring candidate written
authorization and recount representative training, prescribing penalties for
recount obstruction, specifying post election review postponement under
conditions of automatic recount
