Relating to crimes; prohibiting civil commitment of certain sex +offenders as
sexually dangerous persons or sexual psychopathic personalities, +authorizing
and providing for indeterminate sentencing of the offenders upon +conviction;
entitling the offenders to a bifurcated trial, first phase to +determine guilt
and second phase on conviction to determine the level of danger +posed, burden
of proof to be on the state beyond a reasonable doubt; requiring +court
commitment of offenders determined to be sexually dangerous persons +or sexual
psychopathic personalities to the custody of the commissioner of +corrections
and specifying the minimum and maximum terms of incarceration, +prohibiting stay
of sentence; requiring and providing for conditional release upon +release from
incarceration, specifying a minimum and maximum term and certain +hearing
requirements and authorizing court sanctions for violation of release
conditions; establishing a special review board to hear and consider +petitions
for release after the minimum incarceration period, specifying +membership
requirements and prescribing certain hearing procedures and notice +requirements
