of education and applicable school districts to place speed detection radar
devices as a pilot project in a certain number of school zones inside and
outside the metropolitan area during a certain future school year to monitor and
gather data on the effect of the presence of the devices on vehicle speeds and
on traffic and pedestrian safety in the zones and submit a report to the
legislature with findings and recommendations by a certain date
