ARTICLE 1 - FINDINGS

Providing legislative
findings regarding low-income people

ARTICLE 2 - CHILD CARE ASSISTANCE
CONSOLIDATION

Requiring the commissioner of human services to use federal
money to expand child care services; modifying eligibility from the basic
sliding fee program to child care assistance program for persons in an
employment plan or during education; modifying the subsidy restrictions;
requiring the state obligation for the child care assistance program to be
included in the department of management and budget (MMB) forecast; specifying
revisor instructions; repealing child care programs transition year families and
extension families, the basic sliding fee program, the Minnesota family
investment program (MFIP) child care assistance program, use of money, financial
eligibility priorities and allocations, and county contribution maintenance of
effort

ARTICLE 3 - WORKING FAMILY TAX CREDIT

Establishing a standard
allowed credit; repealing the Minnesota working family credit inflation
adjustment

ARTICLE 4 - MINIMUM WAGE

Increasing the minimum wage and
specifying a minimum wage for large employers and a minimum wage for small
employers and requiring an inflation index

ARTICLE 5 - MINNESOTA EMERGENCY
EMPLOYMENT DEVELOPMENT

"Minnesota Emergency Employment Development (MEED) Act
of 2013"; defining terms; requiring the commissioner of employment and economic
development (DEED) to enter into workforce service area contracts, providing
allocation of funds among workforce service areas and priorities; specifying
fund use, employment administrator powers and duties, and eligible employment;
establishing the emergency employment development account and providing for
account termination; prohibiting worker displacement; appropriating money to
DEED
