implement a loan and grant program to provide capital for cooperatively owned
livestock slaughter and processing plants; establishing a livestock processing
plant development fund to be used for the program; specifying certain program
requirements and assistance and interest rate limits, requiring forgiveness of
outstanding loan balances after a certain number of months of plant operation;
requiring the commissioner of agriculture to make cash payments to cooperatives
operating livestock processing plants, specifying eligibility and certain
