by the comissioner of administration, exemptions, specifying certain
examination, education and qualification requirements, prohibiting the
performanace of work on heating and ventilating systems by persons other than
employees of licensed contractors; specifying contractors license bond and
liability insurance requirements; requiring the commissioner to appoint a
heating and ventilating advisory council, specifying membership requirements and
duties; specifying certain license fees, authorizing commissioner adjustment to
recover administration and enforcement costs, requiring crediting to the special
revenue fund; authorizing local government units to impose a surcharge on
building permits requiring licensed heating and ventilating contractors for
license verification purposes, limit; requiring the commissioner in consultation
with the council to adopt standards for continuing education requirements and
course approval for licensed contractors, specifying certain standards, minimum
hours and accessibility requirements; requiring licensed contractor name and
address change notices to the commissioner; specifying contractor license
application and examination requirements; prohibiting local licensing,
exception; authorizing and providing for commissioner denial, suspension or
