Establishing a permanent pilot program for energy innovation and +strategic
economic development; requiring the commissioner of commerce to +designate
energy generation enterprise zones capable of hosting a certain +number of
megawatts of baseload or intermediate electrical general capacity and+ pilot
projects of intermittent or peaking electrical generation capacity of+ less than
a certain number of aggregated megawatts to encourage the interest of+ the state
in innovative clean energy sources and in recovery in the most +economically
problematic regions of the state; specifying eligibility for +designation as an
energy generation enterprise zone or as a pilot project, requiring +the
treatment of coal gasification facilities as qualifying facilities +under
certain conditions; providing for designation of eligible areas by +the
commissioner; providing individual income, corporate franchise, +property and
sales and use tax exemptions and certain regulatory incentives +including the
power of eminent domain for designated enterprise zones or pilot +projects,
limiting the property tax exemption; authorizing and providing for +customer
purchase of power supply services from enterprise zone facilities or +pilot
projects under certain conditions, defining power supply services and specifying
certain duties of the public utilities commission (PUC) (je)
