registration or permitting programs as evidence by consumers in civil+ actions
against long term care providers, excluding certain actions from the +definition
of civil action; limiting the recovery of noneconomic damages in the +actions,
defining economic damages and noneconomic damages; imposing a statute+ of
limitations for actions based on tort against the providers; +repealing a
certain provision providing for admissibility as evidence of +violations of
