Modifying and making technical corrections to certain provisions +regulating
special license plates and parking privileges for persons with +disabilities;
eliminating the requirements for return of special plates to the +motor vehicle
registrar upon transfer of the vehicle or upon becoming ineligible +for the
plates and for repayment of the credit by the vehicle buyers or by +the
ineligible owners for the remaining registration period; providing +for the
issuance of commercial, long term and permanent parking certificates;+ modifying
certain fee requirements; expanding unauthorized use detection +authority to
representatives of the council on disability and the provision to ineligibility,
authorizing the commissioner of public safety to +require persons with a
disability to obtain a new physicians or chiropractors +statement; expanding the
disability parking space use prohibition to the +associated access aisle;
extending the deadline for signs to conform to certain +disability parking space
