Relating to education

ARTICLE 1 - HIGHER EDUCATION APPROPRIATIONS

Providing a
summary of appropriations by fund; appropriating money to the office of higher
education services office for ACHIEVE, the Minnesota GI bill, state grants,
safety officers survivors, interstate tuition reciprocity, state work study,
child care grants, Minitex and MnLINK gateway, the learning network, the college
savings plan, the Midwest higher education compact, certain small programs,
united family medicine registry program and for agency administration, to the
board of trustees of the Minnesota state colleges and universities (MnSCU) for
developing and strengthening projects to improve campus recruitment and
retention of underserved students, for instruction in electronic medical record
technology, for excellence in the biosciences, for STEM, for performance bonuses
and expanding the online program, to the board of regents of the university of
Minnesota for the biotechnology and medical genomics collaborative research
partnership with the Mayo foundation, for certain initiatives, for faculty
compensation increases, for health workforce and clinical sciences initiative,
for performance bonuses, for the health care access fund for primary care
initiatives, for the agricultural experiment station and extension service, for
health sciences, for the institute of technology, for system specials and for
the academic health center and to the Mayo medical foundation for the medical
school and for certain family practice and graduate residency programs


ARTICLE 2 - RELATED HIGHER EDUCATION PROVISIONS

Modifying certain provisions
relating to the office of higher education; modifying reporting requirements;
eliminating legislative intent relating to the percentage of total cost of
instruction to be appropriated by the legislature; eliminating certain
performance and accountability requirements; requiring the office of higher
education to provide a summary of statistics on the number of graduates by
institution, degree granted and year of graduation for reciprocity students
attending postsecondary institutions in the state; modifying the definition of
eligible institution and assigned family responsibility; modifying certain Pell
grant provisions; requiring students withdrawing or active military service to
be considered in continuing enrollment status upon return; modifying the
definition of eligible institution; authorizing the office to enter into
interest rate exchange or swap agreements, hedges, forward purchase or sale
agreements under certain conditions; authorizing students to be awarded work
study payments for one period of nonenrollment under certain conditions;
authorizing the awarding of grants to foster retention and historically
underrepresented college students; increasing matching grants; repealing certain
provisions relating to postsecondary appropriations and office of higher
education report and reciprocal agreements and legislative advisory commission
approval of loans requirements

ARTICLE 3 - ACHIEVE SCHOLARSHIP

Establishing
and providing for the academic competitiveness highlighting individual
excellence and valuing education (ACHIEVE) scholarship program to reward
students for taking rigorous courses in high school; defining qualifying course;
specifying eligibility, providing for administration by the office of higher
education, specifying scholarship award amounts

ARTICLE 4 - MINNESOTA GI
BILL

Relating to veterans; establishing the Minnesota GI bill program,
providing for postsecondary educational assistance to eligible state veterans
and to the children and spouses of deceased and severely disabled veterans,
specifying eligibility and benefit entitlement amount, designating the office of
higher education as responsible agency

ARTICLE 5 - PRIVATE
INSTITUTIONS

"Minnesota Private and Out-of-State Public Postsecondary Education
Act"; modifying the definition of school; requiring school accreditation;
requiring any degree awarded upon completion of a religiously exempt program to
include descriptive language to make the religious nature of the award clear;
clarifying provisions relating to unauthorized representations; modifying
student records maintenance requirements; imposing certain registration fees;
prescribing penalties; modifying the definition of schools for private career
schools purposes and making certain technical corrections; exempting religious
schools from private career school provisions under certain conditions;
repealing the policy provision relating to the registration of private and

out-of-state public institutions

Providing for the crime of false or fraudulent academic
document or credentials, prescribing penalties
