1E Authorizing local authorities to implement a program to allow police officers
to issue a citation to a motor vehicle owner or lessee for violations detected
with the use of an automated traffic enforcement system (photo cop); defining
automated traffic law enforcement system and requiring recorded images to
include an image of the driver; prescribing penalties; providing for the
crediting of fines to local authorities general revenue funds; restricting the
use of data; prohibiting a contract with a private entity for operation of a
program from basing payment to the private entity on the number of citations
issued; establishing the law enforcement and trauma center assistance fund,
requiring commissioner of Minnesota management and budget (MMB) (finance) to
deposit funds from collected revenue; appropriating money to the commissioner of
public safety from the fund for trauma center grants, new peace officer hiring,
local law enforcement agencies squad car camera technology, requiring
commissioner grant review committee appointment
