2E Requiring hospitals to offer for viewing to parents of newborn infants a
video presentation on the dangers associated with shaking infants and young
children, requiring the obtaining of the video from or approval by the
commissioner of health, restrictions, specifying a certain hospital patient
chart notation requirement; requiring the commissioner to establish a protocol
for health care providers to educate parents and primary caregivers of infants
and certain young children on the dangers and to request pediatric health care
providers to review the dangers with parents and caregivers at well baby visits;
requiring the commissioner to make available for viewing by licensed and legal
nonlicensed child care providers a video presentation on the dangers as part of
the initial and ongoing training of the providers, participation by legal
nonlicensed child care providers to be voluntary; appropriating money to the
commissioner and requiring the commissioner to assess a fee to hospitals to
cover the cost of the approved video and royalties
