Establishing the board of licensed professional mental health counseling,
specifying membership and duties; requiring and providing for the licensing of
professional and associate mental health counselors, specifying qualification
requirements and requiring a fee to be set by the board; specifying license
renewal, education and continuing education requirements; providing for a
license transition period and for licensing reciprocity; authorizing the
addition of specialty designations to professional mental health counselor
licenses under certain conditions; licenses to be nontransferable; specifying
grounds for certain authorized disciplinary action by the board; prescribing
penalties for violation of certain prohibitions; providing exceptions to the
license requirements; regulating the disclosure of client communications;
including professional mental health counselors in the definition of
psychotherapist for sexual exploitation cause of action and criminal sexual
