3E Establishing a paint stewardship pilot program to allow paint manufacturers
of architectural paint to pilot an environmentally sound and cost-effective
program to minimize public sector involvement in the management of postconsumer
paint by reducing its generation, to promote reuse, collect, transport and
process postconsumer paint for end-of-life management; defining certain terms;
specifying certain pilot program components and authorized anti-competitive
conduct; imposing a uniform consumer paint stewardship assessment; specifying
certain plan content requirements; classifying data created by paint
manufacturers or representative organization and submitted to the pollution
control agency (PCA); requiring a report to the legislature by a certain date;
