Minnesota, Minnesota state colleges and universities (MnSCU), department of education, Minnesota state academies, department of natural resources (DNR), pollution control agency (PCA), board of water and soil resources (BWSR), zoological garden, department of administration, Minnesota amateur sports commission, the departments of military affairs, public safety, and transportation (DOT), metropolitan council, departments of human services, veterans affairs, corrections, and employment and economic development (DEED), public facilities authority, housing finance agency (HFA), Minnesota historical society, and for bond sales expenses; authorizing and providing for the sale of state bonds; creating and providing for a fiber optic infrastructure grant program in the department of education for schools; requiring the department of management and budget (MMB) to schedule general obligation bond sales and specifying parameters for the bond sale
