the Cannon River watershed partnership for protection, conservation and
enhancement of the environmental integrity of the watershed and to the Cannon
River link trail board for future construction of the Mill Towns trail to
connect the Cannon Valley trail to the Sakatah Singing Hills trail, requiring
the board to seek available federal funding and funding or in-kind services from
organizations and local government units along the trail route; appropriating
money to a joint powers board established by Steele, Rice, Goodhue and Dakota
counties to prepare a land use management and recreation plan for the Cannon
