2E Classifying priority chemicals trade secret information under chemicals of
high concern and as public data; expanding the definition of safer alternative,
defining mouthable, practical quantification limit (PQL) product category and
product component; specifying exceptions; requiring children's products
manufacturers and distributors to provide certain information to the pollution
control agency (PCA) on priority chemicals within certain prescribed time
periods; requiring manufacturers and distributors of children's products with
priority chemicals to fulfill certain requirements; requiring PCA child chemical
exposure determination; requiring sale prohibition and safer alternatives under
certain conditions; allowing waiver from sale prohibition application; imposing
fees; specifying PCA enforcement; requiring a legislative report
