commercial dog and cat breeders by the board of animal health; defining certain
terms; specifying certain licensing and inspections requirements; authorizing
the board to establish license fees and rules; allowing local government unit
board reimbursement; specifying certain standards of care for dogs and cats for
breeders; providing for investigations and seizures under certain conditions;
providing for civil enforcement; imposing penalties; creating a dog and cat
breeders licensing account for the deposit of fees and penalties collected by
the board and appropriating the proceeds to the board, allowing account
donations; requiring breeders to register facilities and pay a registration
fee
