Regulating certain civil actions against health care providers; +requiring the
court to instruct juries on state and federal taxation of damages +awarded and
upon request to enter judgments ordering periodic payment of certain +future
damages in actions for injury or death against health care providers +alleging
malpractice, error, mistake or failure to cure, specifying certain +specific
findings, statements and security posting and return requirements +relating to
the periodic payments, restricting modification of payments to +judgment
creditor death cases and providing for a finding of contempt for +judgment
debtor failure to make the payments; limiting attorney contingency +fees in
actions against health care providers, fees collected in violation to+ be void
and unenforceable and providing for the award of treble damages to +claimants;
limiting the amount of damages awarded for noneconomic losses in the +actions,
