Appropriating money to the board of water and soil resources and authorizing the
issuance of state bonds for the Minnesota River basin conservation reserve
enhancement program (CREP) to acquire easements and implement conservation
practices on frequently flooded cropland, on marginal cropland along rivers and
streams and on drained or altered wetlands in the Minnesota River basin to
protect soil, enhance water quality and support fish and wildlife habitat;
