after the seizure of personal property, requiring return of the property for
noncompliance, procedure; imposing liability on the seizing law enforcement
agency for damage to held property, authorizing the court to order payment for
loss or damage and reasonable costs, expenses, attorney fees and towing and
storage charges, requiring payment from forfeited money or proceeds from the
sale of the forfeited property
