or watershed districts having drainage systems; modifying certain provisions
relating to impounding, rerouting and diversion of drainage systems; modifying
petitions, bonding, procedures to establish projects, permit requirements and
construction, operation, maintenance and repair responsibilities; specifying
certain fees for notices mailed in drainage outlet proceedings; modifying
certain provisions relating to construction contract awards, payment of drainage
lien principal, authority and limits of repair funds and hearing requirements
for removal of property from and partial abandonment of a drainage system;
requiring newspaper and web site publication for hearings; authorizing
petitioning for partial abandonment of a drainage systems by owners of benefited
property under certain conditions; requiring newspaper and web site publication
for hearings
