appropriating money from the future resources and environment and +natural
resources trust funds, from the great lakes protection account and +from oil
overcharge money in the special revenue fund for certain environment +and
natural resources projects approved by the legislative commission on +Minnesota
resources; appropriating money to the LCMR for administrative +expenses and for
the trust fund citizen advisory committee, to the commissioner of +natural
resources (DNR) for contract administration activities, for fish and +wildlife
habitat, for restoration of the reinvest in Minnesota (RIM) critical +habitat
matching program, for acquisition and development of scientific and +natural
areas, for forest and prairie stewardship of public and private +lands, for
local initiative matching grants, for Minnesota releaf community +forest
development and protection, for the great river greening initiative +in the
Mississippi River corridor at St. Paul and Winona, for biological +control of
European buckthorn, for the redevelopment of brownfields into +greenspaces, for
state park and recreation area land acquisition, for LAWCON federal

commissioner of agriculture for assessment of the effectiveness of +spotted
knapweed biological control agents and for maximization of the use of+ manure
methane digesters for electrical generation, to the board of water +and soil
resources (BOWSR) for local water planning matching challenge grants,+ for
update of outmoded soil surveys and for acceleration of the use of +native
plants and alternative crops for water quality, to the commissioner +of the
pollution control agency (PCA) for acceleration and enhancement of +lake and
stream surface water monitoring, to the commissioner of +administration for
transfer to the commissioner of commerce for the community energy +development
program and to the commissioner of health for schools indoor air +quality and
asthma management plans; specifying certain data availability, +project, match,
recycled and recyclable materials purchase, energy conservation and
