commissioner of human rights of probable cause after the filing of charges
relating to work sharing agreements; strengthening sanctions, authorizing the
award of damages, attorney fees and costs for intentional and frivolous delay
and granting the department of human rights and charging parties or respondents
the right to petition for orders imposing sanctions; authorizing the
commissioner to disclose data relating to closed case files to other
governmental entities to assist in processing complaints or to eliminate
duplication of efforts in investigations, requiring notice of the disclosure to
the subjects of the data; repealing a certain hearing requirement
